The latest  rulebook is the rulebook from the Black Hand expansion. It is included in every starter deck in that set and is available in HTML online. If you can't find the answer to your questions in the rulebook, try the FAQ or one of the rulings lists above. If you still can't find an answer, the V:TES developer, L.
